All the witches except one, were in frost mountain for meditation, so they didn't came to the party.
The one witch that was in mortal world wasn't invited.
It was purely accidental, the emperor forgot to invite her, but she was offended by this.

The witch was in her cave, looking at the party through her crystal ball.
She snapped her fingers and vanished in the air.
