All the witches except one, were in frost mountain for meditation, so they didn't came to the party.
The one witch that was in mortal world wasn't invited.
It was purely accidental, the emperor forgot to invite her, but she was offended by this.

After three days they sat off to frost mountain.
With there fastest carriage, it took them two weeks to reach the frost mountain.
The witches in frost mountain welcomed them and prepared a tent for them to stay.
They decided to take some rest before meeting the head witch.
