Because that's the kind of person Hui is, he's kind and thinks about everyone else, and in this case he's thinking about his family and Maki sure that he doesn't cause any trouble for them. As it is, I'm sure he's not liking what the emperor is doing to him, so him complaining to the emperor would seem to him like something useless bc the emperor is going to do to him whatever he wants anyway.
