As a passenger carrier, the only ticket Rain could afford after his landlord emptied his coffers was a shared room. The room where his currently in has five total of people as his room mate. His ticket also benefits his ride, but not considered the laxuries of the upper floor.
Which meant, his completely emptied. Though, Ariana was sending him extra budget, it was not enough for him to survive in Tokyo by the time he arrive.
