the story is like this

when you are born kushina knows that you had a special chakra like her so she is worried that you may be kidnap and minato sealed the nine tails in you and naruto and they had sealed to them self too so all of your family member has a nine tails sealed inside

so they are really worried about your safety so they dicede to give you to lady tsunade

tsunade raise you and after 5 years tsunade give you to jiraya you later on you became the student of jiraya

and when your nine years old you became a student of tsunade

and ater 18 months of training of tsunade he gave you back to jiraya

2 years later

you are going back to the village to lived with your family

btw kakashi is 24 years old here hehehe
