The operators simply sit down and wait for any big issues to arrive, so they can act as back up, or do some technical jobs when something goes wrong with the main support system, and by sitting around they have to monitor different places and report to the higher ups, they are often asked to monitor the location of different people, watching the person's life from childhood to adult hood then gather everything in a report, concluding on whether they lived well or not.
