A rank 4 monster had the strength of a level 7 or 8

A rank 5monster had the strength of a level 9 or 10 which was the strongest in a zone 1 forest.

When he got to the forest he showed the guards his licence and whilst they were inspecting it, he secretly used the inspect skill on them and found out that they were both level 10 like him.
