Well the difference is during C city once ever year there would be a lock down mode during C city
The lock down mode meaning that everyone in this small C city must find a place to hide do not hide in you house or anything others houses our you will get caught if you get caught during the lock down by the night panther mafia group you die
The sheriff built and secret hide out that the night panther group don't know about the sherrif that leads people is masked but the other sherrif are also masked if you are lucky enough to encounter them during the lock down you live but if you are too late to meet them find a hiding spot and try not to get killed by the night panther group
Each year when this happens a total of 1million citizens have been killed bow you might be wandering how is a total of one million citizens going to be in a small city we'll many citizens from A and B city are forced to move to C city and try to survive if you have lived in A or B city for about 10 years you are forced to move to C city and try to survive every once a year this happens
